The Office of Budget & Program Analysis (OBPA) provides centralized coordination and direction for the Department’s budget, legislative and regulatory functions. It also provides analysis and evaluation to support the implementation of critical policies. OBPA administers the Department's budgetary functions and develops and presents budget-related matters to Congress, the news media, and the public. The USDA has realigned some of its FOIA functions by creating a stand-alone office titled “Office of Information Affairs” (OIA) under the Office of the General Counsel (OGC). As part of the realignment, the OGC-OIA has assumed the FOIA functions for all USDA staff offices and certain mission areas. FOIA requests submitted to OBPA will be processed by the OGC-OIA.
